The development of elementary education in minority areas lags behind compared to the eastern region. So how to improve the quality of elementary education in minority areas, and achieve the balanced development of education has brought up the focus of attention. The Essence of the balanced development of basic education is to promote the comprehensive development of people,improve the quality of teaching through running the characteristic school model,adjusting the measures to the local conditions and being student-oriented. The "combination of general education and vocational education"("general combined with vocational "for short, the same below) regard respecting for the individual differences and teaching students in accordance with their aptitude as its basis. Therefore, as an important form of the combination of education and labor, the "combination of general education and vocational education" is one of the significant and indispensable way to achieve balanced development of basic education.Due to joint action of national, cultural, historical and other factors, the development of education in minority areas is relatively behindhand, especially in rural areas of national education. Because of economically backward, the majority of minority areas are poor, the middle and high school enrollment rate of school-age population there is generally low in the new policy context of compulsory education. The majority of students in minority rural areas who just finish their junior school education go to the vocational school or flow to the society in the absence of relevant professional knowledge and technology. Therefore, improving the quality of education in minority rural areas plays an important role in balanced development of education.Li Ping county, as one of the Dong neighborhood, has some representation in the national culture, economic and social development. Through interviews with the relevant departments in the area and visited different subjects, found heavy "objective studies" in Li Ping County junior secondary education stage light "employment objectives," some students fell into the situation of "studies nowhere, employment trackless."In addition, the region at a lower quality of compulsory education reality, to achieve "control the drain of students "," Popularizing high school education " objective, the "9+3" program have started in September2013is also difficult, because of school enrollment students higher turnover rate and other factors into bottlenecks. Li Ping county primary task is to improve the quality of compulsory education, which is an effective way to resolve the junior implementation of the "the combination fo ordinary education and vocational education." However, due to the traditional concept of thinking minority areas, infrastructure, school conditions, as well as teachers’ general level combined with "limited mode and other factors, As a result, Li Ping County secondary education stage to introduce vocational education initiatives blocked.Difficulties was encountered in the development of secondary education in minority rural areas also appear in educational development of the eastern region. Based on the unique regionalism and ethnic characteristics, junior education can learn from the successful experience of the eastern region in combining general education and vocational education, but can not copy the pattern of the eastern region and "one size fits all" The junior general education and vocational education in China have three patterns such as "permeable","shunt","X+1type" and other three patterns. With analyzing the characteristics of the three patterns and scope, different minority areas should consider their own economic development, national culture, schools developing conditions and choose proper way to realize the combination of general education and vocational education model. In the same time, the rural areas change people’s traditional concept of "vocational education" through propaganda based on carry out the combination of general education and vocational education while concerning "ethnic" premise, combined with the specific circumstances of ethnic regional policy formulation and implementation in education funding all aspects of investment and educational resources and equipment, such as giving protection. Carrying out the combination of general education and vocational education in junior minority rural areas are according to the development status of selected characteristics of the local educational school system so as to promote the development of all students with combining teaching and working and enhance the balanced development of compulsory education, and strive to achieve the function of education of the people’s livelihood, thereby achieving improved living conditions.
