"Kindergarten’s variety operating" is China’s current stage of the basic national policy of preschool education that conform to the trend of the times. Correspondingly, the "Policy on Kindergarten’s variety operating " from the initial idea to a clear written also experienced a long period of time. Strengthen the policy research a series of society of this period is conducive to the healthy and orderly development of the "Kindergarten’s variety operating"However, as for "Kindergarten’s variety operating", the academic circle is weak at the research of history, present situation, and encountered in the implementation process problems and Countermeasures.In this study, on the basis of Carefully combing the historical process of Socialization of kindergarten policy, I sum up the characteristics in each stage of the historical process of development of the cause of the main problems, and try to elucidate them.At the same time, to put forward opinions and suggestions on how to perfect the " Policy on Kindergarten’s variety operating".In the paper, I discusses the evolution, the existing problems and the opinions for the "Policy on Kindergarten’s variety operating ".After a brief introduction of the social historical background,I discusses the system of the "Policy on Kindergarten’s variety operating" in the first part. In this part, I combined with the social background of the times、with reference to the relevant policy documents in this period and the relevant departments of the state issued. The author mainly in time sequence and combined with the research of other scholars to divided the " Policy on Kindergarten’s variety operating" into four stages. Brewing, formation, mature and vigorous development stage and try to summarize the characteristics of each stage of development. The second part discussed the real problem and the analysis of the causes of the " " Policy on Kindergarten’s variety operatingon the basis of investigation and research.Advantages:1 Generally conforms to the reform and development of China’s economy; 2To a certain extent, forming a "government led, full sharing" preschool education kindergarten pattern-,3The over all development of private kindergartens. The existing problems:1The specific laws and regulations lack pertinence and maneuverability; 2The lack of coordination between each other; 3 Not conducive to the development of preschool education in rural areas; 4 Public park space atrophy. The cause:1Governments at all levels attach importance to the low level of preschool education; 2The mechanism of the policy is not perfect;3 Implementation deviation;4The deviation of policy cognition.Then in the third part of this study, I puts forward how to perfect the Policy on Kindergarten’s variety operating and make it better serve the "Preschool education" healthy and orderly development of the opinions and suggestions based on the understanding of history and identify the problem.Include:1To strengthen the government responsibility and broaden the responsibility main body responsibility connotation;2Perfecting the policy specification;3Toconstruct a reasonable mechanism;4Accelerate the pace of legislation, safeguard the healthy development of preschool education.In general, in the study of the historical background, the existing problems and how to solve the existing problems I have made some efforts. But given my limited knowledge I am Insufficiented in the aspect of theoretical research related to the depth.I am looking forward to the next step of the study and research to further strengthen.
