Study On The Efficiency Of Investment In The Western Region Of China Higher Education

The development of economy, the progress of science and technology, the upgrading of the industrial structure, are the main reasons leading to the educational eeds of the people increasing, the relative scarcity of educational resources and educational input and output efficiency is becoming the focus of attention. With the "along the way", "the Yangtze River Economic Belt" and other ideas, the western region is facing the hitherto unknown development opportunity, when the western region will need more high quality talents. Higher education is one of the most efficient talent training education. Master the current status of western area educational resources allocation, to explore the key factors restricting China’s investment efficiency of higher education in the western region to enhance the general higher education, is the key to improve the efficiency of investment in western region of china. This paper will study the western higher education input and output and the efficiency of investment, but also to the study of the direction and the effects caused by the ordinary higher education investment efficiency in China’s western region of change. Therefore, this paper takes the western region investment efficiency of higher education as the research object, combing the relevant research in the efficiency of investment in education and years of education in western region of China to the condition of input output on the basis of the calculated average education investment efficiency during the period of 2005-2012 in Western China DEA model and Malmquist index, and the analysis of the factors influencing educational investment efficiency by using fixed effect panel data model, and proposed to improve the efficiency of investment in Higher Education in the western region of China and the policy suggestions.In order to achieve the goal of this study, this paper mainly from the following several aspects to carry out related research:First, analysis of the status of the western region of higher education’s input and output. Through the investigation of the western regions during the period of 2005-2012 education resource input and output analysis of investment in education, higher education in the western region of China’s overall situation and trend, and lay the foundation for later research. Second, calculate the static efficiency and dynamic efficiency of higher education investment efficiency in the western region. Based on the analysis of previous studies, constructs the input-output index system of investment efficiency of general higher education. Then using the data envelopment analysis (DEA) and static efficiency and dynamic change trend of investment BCC model and Malmquist index model of higher education were calculated and analyzed. In the end, find out the cause of education investment efficiency changes. By constructing fixed effect panel data model to make a regression analysis on the influencing factors of the efficiency of education investment in western region of China, reveals the impact of various factors how to influence the education investment efficiency, and the extent of impact.Based on the literature research, empirical research and comparative research, this paper arrives at the following conclusions:(1) Education resource allocation ratio is reasonable, the educational investment has very strong "frontier" effect; (2) School management system promotes the development of education investment, human capital level has no significant impact on the education investment; (3) Industrial structure has a strong positive effect, economic development promoting effect is relatively weak; (4) The efficiency of financial system, investment in education to promote the effect is not significant.In order to improve the efficiency of investment of higher education in the western region, this paper put forward the following policy recommendations:(1) deepening the leading role of technological progress, to achieve resource intensive use; (2) deepening the reform of the economic system, improve the financial education allocation system; (3) innovate the management system of school, improve the human capital level of the whole society; (4) broaden the education investment channel, strengthen the guidance function of the market.
