Community e-learning systems are the vehicle to build a lifelong education system and learning community, as well as preludes to the informationization of community. In recent years, community educational websites are rapidly developing in domestic, making a good online learning environment for the residences, initially meeting the learning needs of all types of people. However, due to the lack of appropriate evaluation criteria, the websites are rather spotty. As a result, measurements of evaluating website are in need.A literature review was made in terms of evaluation principles, evaluation index, modes and design procedure. In order to get the current situation information of community e-learning systems, we investigate some of the community e-learning systems in Shanghai, while interviewing some managers of these websites, Based on the results above, the evaluation model was designed. There are five first class indexes and 19 second class indexes in the mode. In addition, the ways of acquiring the evaluation data are explained, as well as the classification standard. The applicability of the evaluation criteria is validated by evaluating three of community e-learning systems in Shanghai.Last is the summary of the thesis, and limitations is pointed out, making clear of further studies direction.
