The Innovative Research Of Social Service Administration Of Area Where Population Of Migrants Surpassed That Of Local Residents

With the rapid development of modernization and urbanization, a large number of surplus workers move to cities, which make the number of outsides is larger than the number of locals in the cities. We name these kind of cities "area where population of migrants surpassed that of local residents".As the people rush into the city, the public services and facilities are not enough for all the people. According to the current household register system, it is difficult for the outsides to enjoy the public services, although they call for more and more right, and equality now. So the social management face challenges because of the population inversion problem. According to the sixth national population census, the floating population is 220 million in China, and there will be 300 million farmer move to cities in the future,so the number of the population inversion region will increase quickly. It is not only a theoretical proposition, but also an practical proposition to research the social service management innovation.Firstly, this paper reviews the domestic and foreign policies of service and management of floating population, and then introduce some social management theory. Secondly, the paper focus on the Xintang Town, analyze its problems of management introduce its measures of community management and rental housing management. Though the research on the social management of Xintang Town, the paper analyze the common problems of the social management in the population inversion region, which is useful for solving the problems in the other similar area, and provide the theoretical results with practical wisdom for the construction of socialist harmonious society.Based on the conditions of China, this paper makes full use of front-line theories of social service management, and, refine the management policies which can be copied and promoted in the similar regions of China.
