Big Data Application Research In The Field Of Government Statistics

With the Internet, networking and cloud computing technology are developing rapidly the amount of data is exploding and the big data era is coming. The rise of "big data" represents the socialization of production and use of data, it will bring an unprecedented impact on our government statistics. At present the parties face with the growing demand of basic data and statistical analysis, and the community gives more attention to the government statistics quality, puts forward higher requirements. Therefore, based on the perspective of big data, this paper analyzes the situation of supply and demand of statistical data of our government and the impaction of large data on government statistics, studies the linkage relationship between the government statistics CPI and the Taobao iSPI produced by big data technology, researches the exploration and application of big data in government statistics. This paper has its theoretical value and application valueFirstly, through the collation and analysis of domestic and foreign experts and scholars researches on big data technology and government statistics, it determined the content and framework of this study, summarized the concept and characteristics of big data, summarized our government statistical agencies and functions related content, pointed out the impaction of the arrival of big data on the statistical agencies of government authority, statistical data production, and the functions of the government statistics.Secondly, it systematically analyses the supply and demand status of China’s current government statistics and compares the new changes in supply and demand. With the analysis it believes that the supply and demand of the current number of government statistics, authenticity, timeliness and other aspects is imbalance.Thirdly, it discusses the application of large data in government statistics. For example, it summarizes and compares the sources and heavy choice between the government statistics CPI and Taobao iSPI which is the behalf of big data technology applications. On this basis,It integrated uses vector regression model, the unit root test, cointegration test, impulse response function, etc., and studies the linkage between CPI and iSPI. The empirical results show that there is a stable equilibrium relationship between China’s consumer price index and Taobao internet shopping price index. It shows Taobao iSPI can be used as a supplement and improvement of the consumer price index CPI. We should put parts of the network retail goods into our government CPI statistics and study on data sources and the selection of weights of CPI when applying big data.Finally, based on the theoretical discussion and empirical analysis, it discusses the limitations of the applications of big data technologies and puts forward targeted policy recommendations on how to better meet the needs of government statistics in big data era, including transforming government statistical thinking;constructing the platform of government statistics big data; reshaping government statistical production processes; protecting data security and data privacy; strengthening the personnel training of big data.
