Research On System Construction Of Higher Education Policy Evaluation

To some extent, scientific policymaking and implementation can improve the quality of higher education. Policy Evaluation can timely find the problems of policy and offer useful information on policy amendments and termination. What’s more, Policy Evaluation guides the rational allocation of resources in higher education. Though some achievements have made in the practice of higher education policy evaluation, Researchers find problems in it and unanimously believe that our education policy evaluation system has not been established yet. Therefore, this thesis studies the construction of higher education policy evaluation system with the method of literature analysis and comparative study. This thesis analyzes the status quo of policy evaluation of higher education and learns the construction experience of foreign countries. It aims to provide some suggestions for our higher education policy evaluation construction.1) Promoting the evaluation culture construction.it includes nurturing an atmosphere of evaluation value and research.2) Accelerating legalization of the policy evaluation and building the legal system of higher education policy evaluation3) Establishing independent and professional educational policy evaluation institutions, enhancing the construction of professional contingent.4) Establishing a transparent information system for education policy evaluation. The information system can ensure the transparency in evaluation process and make good feedback and application; 5) Increasing multiple subjects in the monitoring mechanisms and strengthening the supervision of policy evaluation behavior.6) Establishing a recycling management system of policy and integrating the policy evaluation in it. The policy evaluation should be used as a method of construction and reform.
