The Study Of The Local Government’s Influence On Regional Development Of Higher Education

Higher education has been rapidly developed with the enrollment in China. Higher education achieved rapid growth during the popularization, but there are also some problems. One of the more prominent problem is the regional unbalanced development of higher education. National long-term development plan for education (2010-2020) pointed out that, adapt to national and regional economic and social development needs, establish a dynamic adjustment mechanism, and constantly optimize the structure of higher education. Therefore, it is necessary to make higher education become the power source of regional development, to promote positive interaction and coordinate the development between higher education and area.The more effective way to solve the problem is the regionalization of higher education. The study of the local government’s influence on regional development of higher education, contribute to a better understanding and analysis of the status and characteristics of the development of higher education in different regions. To identify the local government’s influence factors on regional development of higher education, can provide the government the basis to develop a more scientific and rational decision in higher education, to make regionalization policy in higher education more relevant and operability. It is conducive to make the provincial government co-ordinate the development of regional higher education better. Thus, to promote the comprehensive development of the region at all levels of higher education.According to the research results, the paper use literature research, statistical analysis and case analysis as the main research method. It is based on the decentralization of management and the government competition and cooperation theories. To study the local government’s influence factors on regional development of higher education from three aspects, regional higher education development concept of local government, local government’s investment in higher education, local government’s higher education policy. First, local governments should establish a positive development concept on regional higher education. Local govemments should make full attention to the development of regional higher education, strengthen the overall management capacity, turn competition to cooperation. Second, to adjust local government’s investment in higher education. Local governments should increase investment effort for regional higher education, to expand financing channels actively, and set up a compensation mechanism of higher education. Finally, local governments should formulate reasonable regional higher education development policies. Local governments should adhere to based on regional and scientific co-ordination, strength regional cooperation in higher education, and improve the legal environment of regional higher education.
