Research On The Role Of Local Government In The Development Of Higher Vocational Education

Higher vocational education is an important part of the higher education system in our country,the task of which is cultivating higher professional talents to serve the economic and social development.The economic and social development and the development of higher vocational education promote and coordinate each other.On the one hand,the development of higher vocational education provides higher skilled and professional talents for the economic and social development;on the other hand,the economic and social development will powerfully promote the development of higher vocational education.In the situation of promoting each other,higher vocational development is restricted by many factors including the inadequacy of higher vocational colleges and the various aspects of the economic and social development.The government,as a major investor and operator,places great emphasis on the development of higher vocational education,whereas many problems exist as well.For example,policy-related laws and regulations is incomplete,the management is not smooth,the government functions offside,capital investment is insufficient and the support for the cooperation between colleges and enterprise is weak,etc.The key step in correcting the problem is to improve the role of government,which is also a desiderate task at present.Based on the above issues,taking the situation of Zibo,for instance,the dissertation closely focused on the role of local government in the development of higher vocational education,analyzes the reasons for the problems of the development of higher vocational education by data study,cases study and comparative study,brings forward the corresponding countermeasures and measures of local government to solve the problems in the development of higher vocational education and promote its development.The dissertation consists of five chapters.The first chapter explains the related concepts and foundations of theoretical research of higher vocational education.The second chapter sorts out the overall condition of higher vocational development and the main role of government.The third chapter analyzes the development of higher vocational education in Zibo,funds the problems of the government's role.The fourth chapter analyzes the role of government in the development of higher vocational education through the typical case analysis of some modern cities.The fifth chapter puts forward the corresponding countermeasures and measures of improving the role of government and enhancing the development of higher vocational education in the new normal of economic and social development.
