During the period of change,colleges and universities in our country attach importance from scale expansion to higher educational quality.It do great theoretical and practical significance for promoting colleges and universities to be sustainable development,if scientifically-sound performance evaluation can arouse the enthusiasm of the teachers.There are different school-running system and development orientation in different colleges and universities.Therefore,it is necessary to do research in different types,and take a typical college as an example.The paper takes the local teaching and research university as the research object.Under the guidance of the theory of teacher evaluation,signalling theory and performance management of human resource,it analyzed the difference among university,enterprise and government performance,even the performance evaluation difference between university teachers in local teaching and research university and university teachers in other universities.And demonstrated through the case,it analyzed problems and its cause of formation that currently existing from three aspects of evaluation system,assessment process and the results of assessment,which based on normative analysis of current system in changsha university of C and empirical investigation of interview.It can conclude from the research that performance evaluation of college teachers in local universities on teaching and academic research focus on utilitarian,evaluation content lacks of pertinence,it shorts of principal position and monitoring in assessment process,the results of assessment are seldom in use and lacking of communication and retroaction.The underlying reasons for these problems include traditional evaluation concept of rewards and punishment, administration directive and incentive mechanism is unsound. So,it raised evaluation scheme of performance evaluation idea which based on discrimination,and combined rewards and punishment with developmental evaluation,the teacher performance evaluation system is optimized by using KPI-AHP model,by reinforcing institutional autonomy,relieving contradiction between administrative and academy,by creating a feedback and communication mechanisrn,improve the teachers’incentive mechanism construction in way of evaluative feedback and evaluation result.It also put forward regulatory suggestions for completing practical work of performance evaluation in the local teaching and research university by theories, regimes and guarantees.
