It was since the middle of20th century that Higher Education Performance Evaluation has been a role on the world stage. Although it’s still in a starting period, performance evaluation in China has been a matter of importance both state and local wide.There are much blames on the permanent performance evaluations, of which the indicators are more research outcomes centered than the teaching quality. Based on the comparative research, relative theories study and an empirical research of performance evaluation on H College, the thesis analyses the performance evaluation on the local colleges in Shanghai, and proposes a better indicator system which mainly focuses on the personnel cultivation.The thesis mainly focuses on the optimization of the current indicator system, the design of the indicators that most of which can be supported by objective data, the balance of weighting factors meeting different kinds of colleges, the selection of an effective way of evaluation methods and indicator systems. The innovation of the thesis lies on the construction of a performance evaluation indicator system, which covers strategic goals, organization constructions, financial management, personnel cultivation, scientific research, human resources and satisfaction. Input indicators, process indicators and output indicators are contained in the evaluation so that different colleges will meet different indicator systems and weighting factors.
