Research On Problems And Countermeasures In The Purchase Of Social Work Services By The Shenzhen Government

Government purchase service which began in the eighties of last century in the Western countries has already formed a very mature operating system.With rapid economic and social development,the trend of government purchase social work service is unstoppable.The government purchase of social work is a relatively fresh thing for our country.In our mainland,social worker service is a kind of thing that is rarely touched.Whether in the field of experts and scholars,or service recipients,can not clearly explain what the social work service is.So it is still not mature enough and unperfected.This paper summarizes the development course,current situation and problems of the Shenzhen government purchase social work service,analyzes the causes of these problems and puts forward corresponding countermeasures or suggestions for these problems.Through the research on the relationship between the Shenzhen Municipal Government and the social workers,the mode of government purchase social work service,and the performance evaluation of government to purchase social work service,combined with the current research results on the Shenzhen government purchase social work service for future research prospects,to explore the follow-up research direction of Shenzhen government purchase social work service.The author thinks that the operation mechanism of the purchase of social services is not perfect,Sources of funds is still the government-led,and the innovation of development has yet to be deepened,the ideological style of the cadres and workers' team has yet to be strengthened,the backwardness of the civil infrastructure and the lagging behind the construction of the rule of law are still prominent.The deep-seated causes of these problems are that the government is not in place,the relationship between the social workers and the government is not equal,the internal management mechanism of social workers is not perfect,the government support policy fragmentation,the lack of strong operational documents,and the institutional mechanisms are not sound,etc.The author puts forward the corresponding countermeasures or opinions,including changing in government concepts,improving the degree of attention,full investigation of public demand,increasing the intensity and scope of the purchase of public services,vigorously cultivating social organizations,improving the ability of undertaking public services,optimizing the social environment and improving the effectiveness of government purchase service.Shenzhen City which adjacent to Hong Kong and Macao is the first batch of pilot cities of the Ministry of Civil Affairs to determine the social work of professional construction,and it is one of the most developed cities in China.Under this premise and conditions,the study of the Shenzhen government purchase social work service is representative.This paper takes the theory of "limited government","new public management" theory and public service outsourcing theory as the theoretical basis of research,adopts literature research method,observation method and interview method.Through the combination of several research methods,to analysis the problems of Shenzhen government purchase social work service.Put forward the corresponding countermeasures or suggestions after combining with the experience of foreign government purchase social work service,to provide a better reference for other domestic cities.
