Early education is an important public service relating to the people’s daily lives. Early education stage is the starting point and also the key stage of an individual’s socialization. Under the environment influences and the interaction with people, children gradually form and develop their initial emotions and attitudes toward other people, matters and things, which establish foundation of their behaviors, personalities and dignities. The importance of early education is not only reflected as the beginning of the entire education process, it is also reflected as the important component of national education. The education system that misses early education is not completed. High efficiency, high standard and high quality early education is a critical element to promote healthy mental and physical development of children. High quality early education creates meaningful impacts to the implement of 9-year compulsory education and to the success of quality education. Also, it has fundamental meanings to college education and life-long education. From a higher level, the development of national education quality and national comprehensive education are tightly related to early education.With the development of modern schools and public education system, the main duties of government have switched toward public services, so the public service of education has emerged. The public service of education is non-exclusive and non-competitive. Besides these, it also includes two important features:public and fairness.The current public service of education is becoming an important index to measure a country, region’s economy development and the degree of social civilization. The implementation of public service of education is the focus of every country. Many countries have contributed to increase the investment in the public services of education, such as extending the compulsory education period. As democracy and fairness have become the world’s pursuit of value, many countries take education equality and democracy as the main target of public service in education reform and development. However, in the current field of education, there is no clear or complete definition of public services of education. Most of the concepts use and adopt the concept of public services. Therefore, many discussion and research are trying to complete and refine and concepts of public services. This article takes Shenzhen City early education public service as research objective, mainly discuss these following four contents:The first part is the introduction, key introductions of proposed questions, the research meanings, the current domestic and foreign research situation, the structure of research, the main research methods and innovations. The second part construct the theoretical basis of early education public service system and the realistic necessity, described in detail of early education, its public services, definition of the system, theory of public goods needed to build the system, and new management theory of public services. Also describes a healthy development of early education can be succeed without government guidance; the disconnection between theory and practice needs the development of public service system; fair education needs and the support of public service system. Also emphasizes the basic public service attributes and the government duties. The third part is analyzing the present situation of the construction of our country’s early education public service. This part takes Shenzhen as an example, deeply analyze and discuss the current situation of our country’s early education public services, the current situation of early education public services in Shenzhen, the problems and causes in the early education public service system in Shenzhen. The fourth part is the experience and enlightenment of early education public service system in western developed countries. Draw lessons from the construction of early education public service system in Finland and Germany. Actively explore and effectively fulfill our government duties of "co-ordinate planning, investment protection, public services, supervision norms". The fifth part is the discussion of countermeasures and suggestions to improve the early education public service system. To evaluate and give suggestions to these followings:legislation to strengthen management of early education public services system, problem solving to complete the guarantee system, further improvement in the management of early education public services system. The sixth part is the conclusion part of this article, makes a brief summary.
