The balanced development of compulsory education is considered to be effective to prevent social differentiation, an important means of narrowing the gap between rich and poor, but also is the foundation to maintain the fairness in education and promote social fairness. Nearly a century,all countries in the world focus on the balanced development of education. At the end of twentieth Century, China has basically completed nine years of compulsory education, but the level is still not high, different areas develop different levels, unbalanced compulsory education has become a social concern. Shenzhen City, as the forefront of China’s reform and opening up, the practice of compulsory education equalization goes in the forefront of our country, in 2015, Shenzhen City owned the title of the basic balanced city in national compulsory education. Futian District as the central area of Shenzhen, carries out innovation and practice in compulsory education equalization in recent years, and achieved good results, has been affirmed by the community. But under the new situation, Futian District facing new requirements in compulsory education, also appeared some problems in development process, that needs educators think deeply, and try to find a better solution from the perspective of teachers.This article embarks from the background of equalization of public services, with balanced compulsory education as the research angle, combined theoretical research and empirical research, combined the method of quantitative analysis and qualitative analysis, deeply study on the problems of the balanced development of compulsory education in primary schools of Futian District. Firstly, studied the equalization of public service theory, education equity theory, balanced education theory, combed the education literatures on the balanced development at home and abroad. on the basis of the previous research results, combined with the situation in Futian District to build Futian District primary school compulsory education balanced development indicators and dimensions,and carried out two questionnaire surveys on the student’s parents, meanwhile carried on the outline of interview to the school administrators, students’ parents, education department staff, to carry on the empirical research on balanced development of compulsory education present situation in Futian District; through empirical study, it is found that patents choosing schools still exists, the floating population bring certain difficulty to the schools? reasonable layout; parents have high expectations to school, ignoring their children education obligations; resource reconfiguration attach importance to hardware, light software; teachers quantity did not increase for many years, teachers is less, heavy task, high-quality teachers are scarcity. And analyzed the reasons for the existence of the problem. Based on the reference of the western developed countries and China’s developed areas of education balanced development experience, put forward promote countermeasures and suggestions, countermeasures corresponding the four dimensions, respectively: increase financial input, explore diversified investment mechanism; improve the educational quality and the balanced development of compulsory education evaluation system; focusing on investment in soft power, pay more attention to the school management; optimize the allocation of resources, establish region resource sharing mechanism.
