At present, with the aggravating trend of aging populations and the increasing decline of demographic dividend, how to adapt to the "New Normal" of economy, cultivate the growth point of future human capital and utilize innovatively the talent dividend have become hot issues that the society concerns. The period between 0 and 3 years old is the starting point for people’s whole life and the development quality of early childhood lays the foundation for their lifelong development. The development of early childhood education not only concerns the individual future development, but also relates to the social justice and is also the important way to cultivate the future human capital.In recent years, with a large number of rural populations migrating to cities, the urbanization level of our country has escalated continuously. The large-scale population mobility has shaped the characteristics of urban areas and also influenced the lifestyle and quality of people who always live there. This paper, focusing on the peri-urban areas with main immigrant population, paying attention to the early education problems that the infants and their families are faced with, selecting the infants and their families in D District, the typical peri-urban area in Shenzhen, as the research objects, combing with the domestic and foreign early education practices on infants between 0 and 3 years old, guided by the relevant policies of nation, province, city and district, within the framework of present social policies and fully excavating all kinds of social resources, constructs the public service system of early education on infants between 0 and 3 years old from the perspective of new-type urbanization.
