The purpose of education is to enable students to develop the personality and to cultivate people with noble character. The Ministry of education promulgated the newly revised Compulsory Education Biology Curriculum Standard(2011) in 2011 and began full implementation in 2012 September. The basic concept of the new curriculum emphasizes that teaching should be conducive to the formation of "enhancing the scientific literacy, scientific attitude and values". The new curriculum standards established knowledge and skill, process and method, emotional attitude and the concept of value to be a three dimensional target, which will be put the "emotional attitude and the concept of value" of teaching objectives into a height level we never reach before. It shows that the "emotional attitudes and the concept of value" is getting more and more attention of people. The overall goal of the middle school biology curriculum is to train the students to establish positive and correct "emotional attitude and the concept of value"."Emotional attitude and the concept of value" education has faced many problems in the road of practice because it is influenced by the thought of examination-oriented education. Because "emotional attitude and the concept of value" is implicit, delayed and not easy to evaluate and observe, which makes it is often ignored in daily teaching. Middle school teachers are also have some deviations on that.Therefor, the paper is based on the design of emotional attitudes and values teaching objectives to study the teaching designs of biological research and preparing group leaders in Gui Lin city and the follow counties’s junior high schools and senior high schools. The emotional attitudes and values teaching objectives designs of rural middle school teachers which take part in the "National training plan" and "reginal training plan" in 2014 are to analysis the current design of emotional attitude and value teaching objectives of high school biology teachers and to find out the shortages of the design and to help the teachers to realise their own shortages and to point out the directions, which will provide the basis for improving the biological classroom teaching quality and efficiency of classroom teaching. This paper mainly focuses on three aspects:1. The situation of the rural biology teacher to understand the emotional attitude and the goal of value.2. The situation of the rural biology teacher to design the emotional attitude and the goal of value.3. The situation of the rural biology teacher to express the emotional attitude and the goal of value.The result of the study shows that the rural biology teacher have error understanding on emotional attitude and value teaching objectives:1. They ignore the emotion attitude and the concept of value in Teaching. Even though they get a consensus on the importance of the emotion attitude and the concept of value, they just stay on the level of ideas but not in the practice.2. They ignore the part of emotion attitude and the concept of value design.3. they are equvialent the teaching goal and teaching task. They always reference books for teachers, excellent teaching plans, personal experience, rarely refer to the curriculum standards. They do not consider the students interests and cognitive level and they are lack of theoretical guidance on emotional attitude and value teaching objectives as well. The expressions of emotional attitude and value teaching objectives are randomness, standarless and lack of predictability and operability. Mainly reflected in these part:The behavior of the main expression is not clear. The use of action verbs is standardless. The behavioral condition expression is not specific. Based on the above research conclusion, I will put forward three measures:1. The school should pay more attention to enhance the consciousness of the high school biology teachers’ emotional education, increase publicity of emotional education.2. To create a good atmosphere for emotional education,the school should pay more attention to the school-based training and do diagnosed type training based on the actual situation of the school.3.
