Nowadays, with the rapid urbanization process, more and more urban lands are being expanded in our country. Gradually, a large number of suburban districts and rural areas are included in the city’s development plan. The residents, who lived here before, now becoming a new group. We call them new-citizens. Although they don’t need to move, their life styles, thoughts, behavior customs have to change a lot. In this case, the living situation of these new-citizens makes people pay more attentions. Because of the reform of household registration system, the new-citizens lost their land and their incomes reduced sharply. All these made them cannot but to find jobs to make a living. Some of them chosen to set their own businesses, some chosen to work nearby, and others engaged in advanced studies. In spite of their different choices for survival, they faced the same change, which they must adapt to the new city life in a reasonable way. In the trend of lifelong learning, education becomes the key factor to help these new-citizens to adapt their new life.When Hainan Province was listed "the International Tourism Island" development strategy, the urbanization process of the whole province was accelerating. As the provincial capital city, Haikou took the leading position in this process. With the increase in demand of urban land, more and more villages which were surrounded the city were put under Haikou’s administration. In a short time, the economy of these villages has been developed rapidly. Villagers became rich very soon. But unfortunately, some villagers haven’t grasped the opportunities. They had no idea of financial management and spent their money immoderately. As a result, they turned to poor again. T village is one of the representatives. In contrast, some villagers changed their attitudes positively, took part in some training classes and got new skills. They could keep pace with the times, so their life got better and better. According to a few of typical person who lived in T village, the author gave some interviews, for they can grasped the opportunities and made some changes in the urbanization process. Afterwards, the author tracked them down and engaged in qualitative research. Through all these investigations, the author had a deep understanding about their real life, their educational demands and their attitudes about the relationship between study and self-improvement. The author did attribution analysis in regard to the respondents’learning behavior. In the end of this paper, the author put forward some strategies and wish can make a contribution to the future research.The whole paper can be divided into five parts. The first part is an brief Introduction about dissertation reason, research objectives, research significance and methods. And according to the overseas and domestic research status, the author summarizes. In the second part, the author introduces some theories. They are the basis of this paper. The author also gives some definitions about correlative concepts. In the third part of this paper, the author elaborates the interview result and summarizes the research materials. Attribution analysis is the forth part, analyzing the interview materials from a view of relatively stereo, the author gets some phenomenon, such as the new-citizens are lack of learning interests and time; there is short of educational funds; the new-citizens have bad attitudes and so on. Through dissects, the author finds some reasons. The last part of this paper is conclusion, according to the research, the author raises the contents and forms of new-citizens’learning, as well as our reflections about current situation.
