With the rapid development of urbanization and modernization in China,more and more new citizens have poured into cities.Working and living in the city,new citizens are the backbone of urbanization while they still have no way to enjoy the same treatment as the urban residents possess.Therefore,the problem of new citizens has gradually become the realistic question of urban development.Despite the great reform of the dual system and the household registration system,but its far-reaching impact still makes the new people encounter many problems and unfair treatment in both actual work and life.In order to achieve social equity and build a harmonious society,we must deal with the rational distribution of the interests of new citizens so as to protect their legitimate rights and interests.As urban migrant workers,new citizens have characteristic of strong mobility and marginalization,affecting China's process of urbanization and the construction of a harmonious society.First of all,the household registration is an important symbol of citizenization of new citizens as well as the first step for them to integrate into the city,which,however,is also a critical factor for the greatest problems they face and the unfair treatment they suffer in the city.Not only has the issue of household registration made the new citizens fail to fairly enjoy urban public services,but also brought them the plight of exclusion and discrimination.Meanwhile,it has also laid an unstable factor in social harmony.Besides,with the basic social security,such as pension insurance and medical insurance remaining the form of voluntary attendance,the insurance coverage of new citizens is low.What's more,the unfair but common problems new citizens are faced with n the process of urban employment includes overlong worktime and unreasonable payment.At the same time,the issue of education of their children is also a significant one as the kids,unlike those born in city,barely have equal access to educational resources and treatment,which makes them more prone to problems of adolescents,impairing their growth and development.In addition,the new citizens are also facing other problems like the lack of social identity,weak sense of belonging,and so on,all of which leave a considerable impact on their psychology and exert a negative effect on their daily work and life.The unfairness of the new citizens is mainly due to the unfair implementation of the system,the lack of urban and social acceptance and the scarcity of public service resources in the city's permanent population.On these grounds,the solution of unjust problems faced by the new citizens need to be thought from many aspects.In terms of the government,first,it is supposed to implement the household registration reform,stripping the welfare attached to the household registration.Next,the social security system needs to be put into effect and get much more improved,reducing the cost of insurance to encourage encourage new citizens to get insured.Then,the government should guide and hearten the new citizens to actively participate in the training of occupational skills by providing an ideal employment environment.Moreover,more investment should be made into the increase of educational resources to enable the migrant new citizens' children to enjoy urban education services and treatment.Last but not least,the government is obliged to strengthen the educational work to the new citizens,thus improving their legal awareness.When it comes to society,a harmonious social atmosphere and public opinion environment needs to be created so that more new citizens are more likely to integrate into the city.As for enterprises and employers,they should strengthen the sense of social responsibility and offer equal treatment to all new citizens.For the new citizens,apart from the demand of their legal rights and interests,they ought to fulfill their due obligations to contribute their own strength to urbanization.
