Teacher professional development is a gradually updated and promoted process in both teachers’ internal structure and professional practice. The enhancement of teachers’ quality has been becoming the major when promoting future education and teaching.The individual development of teachers needs combine with external forces to drive the professional development of teachers. At present, the teacher professional development system of vocational schools in our country is still far from complete and teachers can not obtain effective guarantee. Without corresponding guarantee mechanism, the professional development of vocational teachers can be seriously affected or even impeded. After years of development,German has formed a very complete and effective guarantee mechanism in vocational school teachers’ professional development, and accumulated a lot of useful experience, which laid a solid foundation for professional development of vocational teachers. This thesis just has a study of its guarantee mechanism so that a comprehensive and deep understanding has been formed. Besides, this thesis also sums up its main features and states its enlightenment for establishing and perfecting guarantee mechanism of vocational teachers professional development in our country.The professional development and professionalization of vocational teachers in Germany are intertwined closely.The teachers’role in German vocational schools has been changing from "master" in the Middle Ages to the emergence of professional teacher in 19th century. Later, vocational teacher has changed from a trainer to an educator at the beginning of 20th century, and then becomes vocational teacher in 1960s. Roles transition each time has been given the new meaning to vocational teachers,which also shows the perfection and promotion of teachers’ internal structure and professional practice. Up to now, with the perfection of professional development mechanism,which bring teachers in German vocational schools towards the new picture.This thesis has analyzed the vocational teacher professional development of guarantee mechanism in terms of four sectors such as laws and regulations, funds, management, remuneration and social status. Laws and regulations as well as policies have provided clear direction and appropriate supervision for teacher professional development in German vocational schools. These laws and regulations can include both German educational laws and the related teacher qualification policies from European Union. Besides, adequate funding is a most important factor. The muti-investment and timely and adequate funds have provided solid foundation for such cause of Germany, which mainly comes from industry funding, government allocations and EU funding. The substance of management is a process to achieve the aim by deciding, planing, recognizing, leading and supervising. Actually, teacher professional development also includes different stages and content, which needs to be managed by muti-parties with extraordinary arrangement. Teacher professional development in German vocational schools is managed by governments at various levels, departments in charge of education and association of teachers, forming a scientific management mechanism with clear division. Teachers of vocational schools in Germany also can enjoy different treatment according to different types, levels, and actual performance. In fact vocational teaches’treatment lies higher level among many fields, and also is increasing. Some teachers from public vocational schools can enjoy the treatment of civil servants. In addition to the basic salary,they also enjoy various subsides. So good remuneration and high social status can gradually encourage vocational teachers to be devoted to education and professional development activities.The guarantee mechanism of professional development about German vocational schools mainly has four distinguishing features:multitudinous laws and policies according to current needs, increasing and wide funds, scientific management with clear division, and high treatment and social status for teachers. All these above from Germany have provided and enlightened us a lot. Therefore, we should combine our actual circumstances, establish and perfect our own professional development guarantee mechanism of vocational teachers with the help of Germans’useful experiences. We should realize the following 4 main points:Firstly, strengthening the enhancement of laws and regulations, and perfecting the system.Secondly, encouraging various parties to participate in such cause and investing more funds.Thirdly, clarifying responsibility and establishing scientific management mechanism.Finally, enhancing social status and wages of teachers so as to provide them guarantee for their professional development.
