Higher Vocational Education (hereafter referred to as HVE) is the education type which has the closest link with economic development. Today when our country is focusing on the central task of economic construction, HVE has already become the important component of higher education. HVE plays very important role to realize the popularization and universality of higher education, whose sound development concerns the quality of millions of laborers. It also influences the speed and quality of building the well-off society in all-round way. Though HVE of our country got the unprecedented development on the scale in recent years, the educational quality of HVE was not improved notably and exposed extremely sharp problems. If these problems are not solved in time, the development of HVE will face the severe challenge.Vocational education development level of Germany is the highest in the world now. Although German HVE has only a more-than-30-year history, it has played a great role in the German historical development. It has not only brought about an economic advance but also played the political function of stabilizing the society. German HVE has the perfect structure with various and flexible running forms. It is training talents with high efficiency and has good international reputation.The topic of this thesis is to compare Chinese HVE with that of Germany. The theme is the enlightenment that China can gain from the experiences and lessons in the HVTE development of Germany. Its purport is to explore the developing way of HVE with Chinese characteristic by which the quality of Chinese HVE can be improved.There are five parts in'this thesis. First, this thesis analyzes the origin of question and explains forefathers' research results in this field through documentary analysis. Then the content and method of this research are defined, and the meaning is expounded. Second, this thesis compares the development courses of HVE between China and Germany, and proposes the present Chinese HVE must improve the quality. Next part, this thesis compares four respects between Chinese HVE and that of Germany which are closely related to quality of HVE. They are teaching staff, specialty arrangement, curriculum mode, and mechanism of university-enterprise cooperation. And the problems of our HVE are pointed out respectively. Because the national conditions of China and Germany are different, the experience of German HVE can't be copied slavishly, this thesis expounds two important factors influencing HVE of our country in the fourth part. The two factors are culture and difference of regional economy. Finally, this thesis proposes a suitable way to our national condition to improve the quality of our country's HVE.
