From the early time of the new China to now, the address for those who moved from rural to urban areas have changed a lot. Among those addresses, the agricultural transferring population is gradually formed during the process of urbanization of population in our country in recent years. But its connation, compared with the address, has changed.The agricultural transferring population, making incalculable contributions for Chinese economic and social development, have became an indispensable part of our industrial workers. Citizenization System of the agricultural transferring population is the most important ways to solve the rural surplus labor force and raise standard of their living. It is also the most important driving force to accelerate China’s urbanization and industrialization. However, there are many problems in the process of Citizenization of agricultural transferring population. These problems reduce the living standards of agricultural transferring population. And rural-urban gap and social injustice and has a serious impact on China’s urbanization process.Firstly, this title analysis the reasons for the transfer of agricultural population through the theoretical analysis and provides a theoretical basis for the transfer of agriculture. Then, this article analyzes the current situation of System of the agricultural transferring population. The study found that there are issues such as children’s education, medical care, employment, social security and so on in the Citizenization of agricultural transferring population. These problems make agricultural transferring population cannot enjoy the rights which citizens should enjoy. There are many reasons of these problems. And the institution is the root of the problems. And therefore, this paper analyzed from three aspects of household registration system, the employment system and social security system. Our dual household registration system hinders agricultural population into the cities, and employment and the right of their children education. Household registration system is the most fundamental process of public institutional barriers. Employment permit system Inequality, no unified registration system, uneven service and training mechanisms leads to a huge gap between the conditions of the agricultural transferring population and urban population. Social security system is a fundamental guarantee of life. Our imperfect social security system leads agricultural transferring population to not enjoy the rights of medical care, unemployment and pensions in the basic protection. Then, through the description of the situation of US and Japanese agricultural transferring population and relevant policies taken, this paper further found the shortcomings in regime of the Citizenization of the agricultural transferring population.The regime is the root of the problem during the Citizenization of the agricultural transferring population. In order to promote the Citizenization System of the agricultural transferring population, this paper presents the following recommendations for the reform of our regime. First, the reform of the household registration system, including establishment of a unified household registration system, excluding institutional additional benefits, standardized household registration system; Second, the reform of the employment system, including constructing fair employment market access system, the establishment of a unified national registration system of employment information, providing a relatively fair employment services and job training mechanism; Third, improve the social security system, strengthening the industrial injury insurance payment system, reform of the unemployment insurance system, improve health care and pension system.
