Government Promoting Employment Of College Students The Point And The Supporting Policies

The problem of unemployment is a global problem.In Europe and the United State, there are different levels of unemployment. But in our country, College Students’unemployment phenomenon began to attract more and more attention. Since1999, the Ministry of education carried out the expansion policy to recruit students as College Students, in our country, the unemployment of university becomes a high-profile topic. Thirty years of the reform and opening up, the economy of our country gained the great success that attracts worldwide attention. As the economy is booming, the development of productive forces, our government tries everything to maintain the steady growth of Chinese GDP. But the development of the country’s structural is imbalance; the entity economy has become a pillar of the national economy. Instead of that, the real estate maintains the growth of national economy needs. The economic structure is unreasonable, leads us to the financial crisis, made us unable to find the real starting point to solve the employment of College Students. Employment is related to the important problem of beneficial to the people’s livelihood. The employment problem of college students is more important. Although the enrollment policy lasts for more than ten years, our students occupy the national total population proportion is still very low, far below the average level of foreign developed country. Ensure the graduation and employment of university students smoothly to realize the value of life is good for the development of a country.Since the beginning of2007, China’s employment level began to appear inflection point. In2008, it is reduced to the lowest level in history. Economic system is fragile, employment information and market failure, household registration management system is too strict, accompanied with the increasingly developed the mobility of human resources needs to produce contradiction. These problems are urgently need government to solve. At the macro level, to the increasing development of economic entities. How to activate the creativity and competitiveness of capital, guide rational investment, guide civilian capital to return to the real economy, instead of going to the real estate and other industries, bring the revitalization of the real economy into the macro economy. This is the problem that the government needs to solve, in order to promote the employment of university students. While at the micro level, How to solve the employment and university is closely related to the job security, the construction of legal system, two parts of household registration reform, autonomy of university reform, as well as information services and other aspects, the government also needs to increase investment. Theoretically, research the way of the government promotes the employment of college students, which is helpful to enrich unemployment theory and public product theory. Actually, to research college students’employment and unemployment is helpful for solving the problem between supply and demand of enterprise and university, can promote the service function of the government, and employment assistance system.This paper focuses on Chinese college students’employment difficulties, the analysis of the government in promoting employment of college students and the policies, and to deal with the employment function absence, combined with the actual situation to carry on the system analysis. This paper is start from the starting point of the government promoting employment as well as how to establish a comprehensive supporting policy, based on the existing reference documents analysis, combined with the current employment situation of Chinese university graduates, put forward that government should play a proper role.The thesis consists of six chapters:the first chapter is introduction; the second chapter is separate from the theory and focus on Chinese college students’ employment situation analysis, including the current situation, reason and influence. The third chapter mainly analyzes employment market regulation: evolution of functions, realistic approach and future potential; the fourth chapter is the key chapter of paper, introduces the foreign experience, put forward a strategic entry point for our country government to promote the employment of university. Specific supporting policies and measures; the fifth chapter of the dissertation is summarized, and put forward the directions for future research; the sixth chapter is a summary and outlook.
