There are many rural populations in Henan, which is a large population province in China and the main body of Central Plains economic zone. The rate of urbanization, which is measured by population, is at a low level in China. In order to achieve the target, the urbanization rate increased from 40.6% in 2011 to 56% in 2020, in “the Plan of the Development of Central Plains Economic Zone”, Henan is under a great pressure of transferring labor force in this ten years. Due to the transfer of the rural population is the double transfer in space and industry, and a large number of populations flow into cities and towns, urban non-agricultural industry must provide adequate employment opportunities. If employment opportunities are insufficient, it will result in the transfer of population unstable and incomplete. Therefore, it is necessary to quantitatively recognize the phenomena of flowing population in Henan, and at the same time, to deeply analyze various factors, which affect the transferring employment of rural population, so as to provide useful information for the decision-making of the government.In this paper, through deep excavation of the census data of Henan Province, we quantitatively analyze the characteristics and the regulation of the population mobility in Henan Province, and then let the employment of the floating population as the starting point, analyze the sixth census data using logit regression, measure the discrimination of transferring rural population in the employment market of service industry in city, and then analyze the potential of employment in service industry, provide guidance of transferring employment for the rural labor force.The main conclusions of this paper are as follows:1.The number of population in the whole of Henan grows fast during the past ten years. The average annual growth rate of the floating population negatively is correlated with the average annual growth rate of GDP. In terms of geographical distribution, the average annual growth rate of floating population in Zhengzhou and other exceeds the average annual growth rate of floating population in Henan. The rural population transferring in Henan is more than output. The ability of central city absorbing the rural labor force continues to improve. The flow energy of rural population transferring to the central region is strong.2.The floating of population in Henan province mainly performs as the transfer of the labor force, and young people who was born between 1980 to 2000 are the main force of floating population; The proportion of male population transferring from rural areas is 2 times more than the proportion of women in Henan; The low education level of transferring rural population makes the average education level of the floating population in Henan Province more lower.3.Floating population mainly get a job in Service industry in Henan province. The employment of transferring rural population in service industry is more than the second industry, and the "employment localization" trend has become increasingly evident. There are obvious differences in human capital in the first market and secondary market of service industry, and the average education level of labor in the first market are higher than secondary market;4.There exists household discrimination on transferring rural population in employment market in service industry. The probability of transferring rural population into the first market of the service industry are lower than Nonagricultural transferring population; There is no obvious regional discrimination in employment market of service industry in Luoyang, which is an three line city inland. If eliminate all discriminatory factors, the gathering of transferring rural population to urban can create more service jobs.
