Teacher exchange system as an education reform trial promoted by national policies receives great attention from education administrative departments and educational researchers. Although the national policies relating to teacher exchange system has came out, teacher exchange practice has yet to be mature. Shenyang as a forerunner of promoting teacher exchange system has a wealth of material that can be mined. This paper takes teacher exchange system practiced in Shenyang as a case.And the paper tries to analyze policies and practices of Shenyang teacher exchange system comprehensively and objectively based on field research and in-depth understanding.This paper is divided into five parts. Introduction as the first part mainly introduces the research background, significance and value of the research, and also definitions of key concepts, advances in research, research methods and research shortages and so on. The second to the fourth parts are the analysis of the whole process of Shenyang teacher exchange system. The second part mainly introduces the background of Shenyang teacher exchange system, policies and achievements. The third part is an analysis and discussion of the current situation, the influencing factors about teacher exchange and the effectiveness of policy implementation based on a sample survey of teacher exchange system in Shenyang. The research found that the teachers have positive cognitive tendency to the teacher exchange policy and practice carried by schools and some other related administrative sectors. The school hardware environment and interpersonal relationship are important factors that affect teachers wishes to exchange. Teachers hope their new school will be better than before;Teacher exchange practice is basically in conformity with the government policy, and teacher exchange has a positive impact on the education practice, but there are some problems in the practice, such as worries and conflicts of the school principals and the exchange teachers have obvious lower intention for exchanging again, etc. The fourth part mainly summarizes successful experience of Shenyang teacher exchange as well as difficulties and risks that might exist based on the field survey. The analysis found that teacher exchange may take down high-quality schools and destroy the balance of school culture ecosystem, etc. The fifth part is not only constrained by Shenyang’teacher exchange but also expand to the whole teacher exchange system. Throughdeeper understanding and thinking on teacher exchange and rational thinking on teacher exchange system itself, the paper puts forward a number of ideas and proposals to theoretical foundation and realistic practice of teacher exchange.
