Smarter Balanced Assessment Consortium is dominated by the States of Washington in USA, many states participate in this cooperation organization. In order to improve the reform of education based on the standard, and comprehensively improve the quality of basic education, In June 2010, U.S. enacted Common Core State Standards, in order to adapt to the new education policy, in September 2010, Smarter Balanced Assessment Consortium received $175 million grant from Race to the Top assessment program to develop the assessment system which on the basis of the core standard of "prepare the way for high education and employment". SBAC assessment system will be implement officially in 2014-2015 academic year, at that time, this assessment system will be used by more than 40 states. SBAC assessment system is designed to lead to implement the national academic assessment in English、mathematics and science, and even to promote the improvement of education quality. In the new period which value the construction of assessment system in order to improve the quality and promotion of basic education, to build a nationwide education assessment system is the great demand of national basic education quality monitoring and ascension. To improve the quality of basic education in our country, using the experience of the United States to establish our country’s basic education assessment system has become the urgent needs of The Times. Firstly, this paper using the literature research to discuss and analyses the SBAC assessment system by SBAC website. Then to explore the background, theoretical foundation, content framework and the characteristic of the system of SBAC assessment system. The describe and analysis of the of SBAC assessment system offers a lot of valuable advices on our construction and reform of academic assessment system.There are five parts in this paper:The first part is introduction of this paper, which includes the research problems, key concepts, research status, research objectives and research methods.The second part mainly explains the background of developing SBAC assessment system. Standard-based reform movement, the common core states standards policy of the United States and based on standard "core" of academic assessment practice directly promoted the construction of SBAC assessment system.The third part mainly illustrates the theory basis of assessment system. SBAC assessment system’s theory basis includes theory of Action, evidence-centered design and universal design based on education fairness.The forth part mainly analyzes the content framework of assessment system. Including basic concept, basic structure, development tools, technical support and implementation effect analyze.The fifth part mainly summarized main features of SBAC assessment system.
