Since the new curriculum reform started, scientific inquiry has become an important teaching concept, the physics curriculum standards attach importance to students experiencing the scientific inquiry in the learning process, it help students to develop ability of autonomous learning, cultivate the good habit of thinking and enhance the scientific literacy. The unit electromagnetism is the important content in high school physics. But many teachers think that it is difficult to implement inquiry teaching in the case of the limited time, because the unit electromagnetism in high school physics is abstract and complex. Many teachers intend to implement traditional teaching in unit electromagnetism.In fact inquiry teaching can be well integrated into the traditional teaching through get the elements of scientific inquiry integrated into the teaching process. It helps to upgrade the teaching effectiveness and to develop students’ scientific literacy. This research has carried out the following research on instructional design for inquiry teaching in unit electromagnetism in high school physics:1. Summarize the literature about the inquiry teaching and the physics curriculum standards, get the summary of the connotation of the inquiry teaching and the elements of scientific inquiry mentioned by the physics curriculum standards.2. Classify and analyze the unit electromagnetism in high school physics on the basis of physics curriculum standards, summarize instructional design strategies of getting the elements of scientific inquiry integrated into the inquiry teaching adapt to the different types of content.3. According to the different types of content of electromagnetism in high school physics, classify the content to be the thinking content, the experiment content and the disciplines contact social life content. Design and analyze teaching cases.On the basis of the research, the following conclusions are obtained:1. Inquiry teaching and traditional teaching are not conflicting, through the reasonable arrangement of the elements of scientific inquiry, inquiry teaching can be integrated into the traditional teaching.2. The 7 elements of scientific inquiry required by curriculum standard should be selectively integrated into the teaching process according to the characteristics of content and the need of teaching. More elements of scientific inquiry in teaching process do not necessarily mean better.3. According to the different types of content of electromagnetism in high school physics, the content can be classified to be the thinking content, the experiment content and the disciplines contact social life content. Each type of content should choose the adaptive instructional design strategy.The inquiry teaching in unit electromagnetism in high school physics should choose adaptive instructional design strategies based on the characteristics of the content and get the elements of scientific inquiry selectively integrated into the teaching process. As to the thinking content, in the case of the limited time, the elements of scientific inquiry such as asking questions, conjecture and assumptions, analysis and demonstration, and assessment should be attached more importance to. The experimental content can be focused on planning and design of experiments, experiment and collect evidence, analysis and demonstration, exchange and cooperation, and assessment to strengthen students’ ability to operate the experimental data and analyze data collected in the experiment. The disciplines contact social life content can highlight the elements of scientific inquiry such as asking questions, conjecture and assumptions, exchange and cooperation, and assessment, to train students’ divergent thinking and ability to make physical knowledge contact with social life.
