| The construction of teaching sources is an important content of open education in Radio and Television University. In this paper, the construction of teaching sources were studied, the construction of achievements in China were concluded, on the basis of the analysis of the problems, the Theoretical Framework and the corresponding strategies and methods were established by taking the construction of teaching sources of Chengdu Radio and Television University as an example. This paper contains five chapters, as follows.Chapter one "Introduction" : the objective, meaning and content were defined. Chapter two "Theoretical Study on Construction of Teaching Sources" : basic conceptions were defined, Theoretical Framework was established by using for reference. Chapter three "The Survey and Analysis of Current Situation of Construction of Teaching Resource in Radio and Television University" : explore the defects of the construction of teaching resource in Radio and Television University by analyzing four aspects: quantity, quality, application and administration of the teaching resources. Chapter four "analysis of existence of drawback in constructing teaching resources" : explores why the drawbacks exist and provides the corresponding strategies. Chapter five "the strategies of construction of teaching resources for open resources for education in Radio and Television University" : combines the theories and practice to promote the work of teaching resources.By Combining practice of constructing teaching resources in Chengdu Radio and Television University, search the strategies and ways for construction of teaching resources which are suitable to current open resources for education based on the corresponding theory study and reality, also explore and build the administration model of teaching resources to make the teaching resources be applied and play an important role in promoting the development of teaching of Radio and Television University.
