Study On The Transformation From Qinhuangdao Radio And Television University To Open University

With the rapid development and constant change of social economy in China,the speed of knowledge update is accelerating.The concepts of life-long education and life-long learning are slowly filtering into people's minds,which has intensified the masses' demand for new knowledge.Radio and Television University,with its 40 years educational experience,is playing a vital role in contributing to Chinese life-long education undertakings,building a learning society of life-long learning for the public,and turning China into a powerful human resources country.In spite of this,under the new situation and environment in the second decade of the 21 st century,Radio and Television University is confronting some immediate difficulties in school-running and transformation.In 2010,the authorities have put forward the new goal in the area of educational transformation that Radio and Television University should be reformed to the Open University,followed by the wave of the reformation all around the country.Open University is the backbone forces in fostering the life-long education and learning society in our country.However,how reforms occur,especially for the Radio and Television University located in prefectural-level cities are facing many practical difficulties and therefore more theoretical and practical experiences and instructions are needed for reference.The paper,taking Qinhuangdao Radio and Television University as the research object,analyzes the development history and current situation of Qinhuangdao Radio and Television University by combining the researching methods of literature analysis,field research and case study,and emphases on the main problems that Qinhuangdao Radio and Television University is facing at the present stage,including the ambiguous school-running principles,severe recruitment situation,lack of bright spot of an Open University,short of faculties and undervalue of non-degree education.The paper also discusses the reasons behind: the lag of relevant legislation and the absence of government regulation are parts of the objective causes;the subjective reasons include the mismatch between the management system and the Open University orientation and the inadequate supervision of teaching quality assessment.Finally,the paper points out the main measures for Qinhuangdao Radio and Television University to transform into an Open University,which are as follows: to clarify the orientation and school-running principles of the Open University,to prefect the relevant educational regulations,to improve the management system,to deepen educational reform,to strengthen the teaching staff,to enhance school-running characteristics,and to broaden school-running field.
