China began to establish high-tech industrial zones all over the country in the beginning of 1980s. The purpose is to adopt special policies to achieve a breakthrough development in certain districts of intensive intellectual resources, so as to narrow the gap with the developed countries in the area of scientific and technological development, and drive the economy growth in a wider range. After 30 years’development, National high-tech zones have gathered all kinds of resources and developed into the leader power of the development of our high-tech industry. However, in the process of the development, there still exist some weak links and critical problems that need to be resolved urgently. These weak links and problems are mainly revealed from the following aspects:the weakness of the original innovation ability of factories, the combination of production and research is not quite close together, the lack of high-level entrepreneurial talent, the effectiveness of the allocation of resources is relatively low and so on. As is known to all, science and technology human resources, the focus of high-tech industrial zones, is the decisive production factor in the process of newly economic development. So both academic community and political sphere are facing the topics including exploring the strategy of introduction and cultivation of talents, stimulating the potential scientific and technological personnel of the whole region, and promoting economic and social development of high-tech zones.This essay focuses on the topic of’the double helix coupled model of technological talent introduction and cultivation in high-tech zones’. The framework and main contents are as follows:The first chapter is introduction which puts forward the raise of the issue and analyzes the thoughts comprehensively via the value of research, the current situations of research home and abroad, the perspective of research. Chapter Two puts forward the double helix coupled model of technological talent introduction and cultivation in high-tech zones and gives a deep analysis of the motivation and interior links. Chapter Three is based on the empirical research of the double helix coupled model of technological talent introduction and cultivation in high-tech zone in Nanjing Jiangning. After outlining the development of introducing and training talents in high-tech zone in Nanjing Jiangning, it gives a judgment of the situation of introducing and training talents in high-tech zone in Nanjing Jiangning. After analyzing the strategy of the double helix coupled model of technological talent introduction and cultivation in high-tech zone in Nanjing Jiangning, chapter four puts forward a series of policy suggestions to improve and strengthen the double helix coupled model of technological talent introduction and cultivation from the perspective of "debug technological talents introduction and cultivation,optimize the structure of human resources"-and other three aspects.The main innovation of the article is manifested in the following three aspects: firstly, this article make some trial explication on theory sources and structure model of the double helix coupled mode of the introduction and cultivation of talents; secondly, it reveals the driving force and inherent link between technology talent introduction and cultivation systemically; finally, based on a comprehensive and profound judgment of the practice of the double helix coupled model of technological talent introduction and cultivation in high-tech zone in Nanjing Jiangning, the article make specific policy suggestions to improve and strengthen the double helix coupled model of technological talent introduction and cultivation.
