Studies On The Sci-tech Talents Development In Hebei From The Perspective Of Competition

Currently the comprehensive competition among the international and regional communities is increasingly presenting in the aspect of human resources, particularly concentrating on the important strategic resource of sci-tech(science-technology) talents. In this paper, optimized to enhance the competitiveness of Hebei scientific and technological personnel as the main purpose of research, evaluation and comparison by empirical research, competitive analysis Hebei talents and weaknesses exist in the merits of the case, the existing problems and reasons are explored and finally the strategicchoices of talent development are also provided.In order to achieve a systematic.comprehensive,accurate and objective evaluation on the competitiveness of Hebei sci-tech talents, this study is based on large amounts of literature about sci-tech competence to build up a competitive index system of science and technology talents including the sci-tech talent competence, the competence of investment in sci-tech talents, the competence of output of sci-tech talents, the competence of environment for sci-tech talents and the competence of the development of sci-tech talents; chooses seven provinces or regions in Bohai Rim and the year of 2010 and 2013 as subjects to make horizontal and vertical comparisons; and get the scores and rankings of sci-tech talents’ competitiveness of the 7 areas by employing Principal Component Analysis(PCA). The research results show that there is no big change in the sci-tech talent competence, the competence of investment in sci-tech talents and the competence of output of sci-tech talents between 2010 and 2013 in that their scores and rankings are both quite close; however, the competence of environment for sci-tech talents and the competence of the development of sci-tech talents present a great increase in terms of scores and rankings between 2010 and 2013.According to the development situation and existing problems of Hebei sci-tech talents and the comprehensive assessment on the sci-tech talents competitiveness, this paper offers a development strategy of sci-tech talents in Hebei in terms of attracting strategy and train-and- employ strategy, aiming at attracting, retaining and employing more and better sci-tech talents to contribute to the promotion of Hebei sci-tech talents competence and the future development of the economic society.
