With the advent of the information age, information literacy has become the essential ability of people for lifelong learning. So, information literacy education has become an important part of the college students’ education. Information literacy education is mainly carried out by the University Library. But the students have little interests in the information literacy education course for a long time and the course can’t widely spreads. With the rising of online games, which are popular in teenagers, People realize the games’enormous educational potential, and begin to study on educational games. Educational games are introduced into the Information Literacy Education by the researchers and they have developed some information literacy educational games. In the development of the information literacy educational game, the degree of combing "education" with "game-play" is the key to its success.At first, the paper analyzes the "education" of the game and the "gameplay" of the education, and then comes to the conclusion that education and the game is not absolute opposition. On the contrary, they can be combined well.And the paper analyses the cases of traditional education game and computer education game through case analysis to find out the key elements that put "education" and "gameplay" into educational game. These elements include:establishing the game type; combining the learning aims with the game’s goals; combining the learning activities with the game’s activities and combining the learning scaffolds with the game’s scaffolds. Then through the literature research method, this paper introduces several existing models that combined "instructive" and "playability" into educational games and analyzes their respective characteristics. Based on their advantages, the fusion model in this paper has been built by modeling method.Furthermore, through the analysis of the standards, content and the characteristics of the information literacy education and the case about information literacy educational game, the conclusion can be drew that education game fusion model is suitable for the information literacy educational game completely. However, due to the unique dynamic characteristic of information literacy educational game, the fusion model also needs to add another element, which is dynamic update of the learning content.Lastly, according to the fusion model of the information literacy educational game which combined "education" with "gameplay", we develop an information literacy educational game using the game development tools RPG Maker VX, which is named "wisdom town". We call on some students to play the game. The data shows that the game "wisdom town" can stimulate students’ interest in learning and its learning effect is good. The fusion model of information literacy educational game which combines "education" with "gameplay" can integrate the game and learning content to stimulate students’ motivation and have good effects on happy learning.
