As the backbone in moral education to students in higher education, instructors in colleges and universities are the main part of the daily education and management. It shall be the target of an instructor to become a guide and good friend of his/her students. To meet the expectation of our nation and the public, it is necessary for an instructor to specialize the professional development so as to shoulder the work of talents cultivation for our country. During the process of instructor specialization, an instructor should not only have solid professional techniques, but have profound professional ethics as well. Professional ethics, as the prerequisite of professional technique advancement, will give the right directions of instructor specialization.With a comprehensive survey on the domestic experience and the research results of the United States, Hong Kong and Macao SARs as well as Taiwan Region on professional ethics about students’ affairs management, it is found out that more work is needed in two aspects:basic theoretical research on professional ethics and professional ethics research on instructors in higher education. Based on the prior findings, by adopting the methodologies of literature analysis and comparative study, this research focuses on three issues, that is, instructor specialization and the conceptual meaning of professional ethics, the dilemma of instructor’s professional ethics construction, causes of the dilemma and the construction strategies. The whole research is a chronological analysis on the profound discussion about the basic theories of professional ethics.The problems in professional ethics construction of instructors exist in four aspects, namely, weak theoretical basis, value disorientation, wrong approaches and inappropriate cultivation methods. After extensive analysis, it is reflected that the multiple roles of an instructor are the roots of the four problems:theoretical confusion, value disorientation caused by the distorted viewpoint about justice and benefits, approach violation rooted in the wrong specialization of instructors, method destruction due to the absence of professional independence of instructors. These four problems are the source of the problems occurred in instructor professional ethics construction. To solve the problems, strategies are proposed based on the experience of the United States on professional ethics about students’affairs management. The strategies are:to clarify the role and development direction of instructors; to confirm the professional ethics of instructors; to work out the ethical principles and the criteria of the professional ethics; to design the best way of shaping professional ethics and to choose the best approach of cultivating professional ethics.
