English is an international language, with the further deepening of China’s economic opening up, our country for foreign talents have become increasingly demanding, the prominent now pay more attention to the oral communicative ability. Therefore, in the stage of basic education of the primary school English classroom teaching, improve the students oral communicative ability not only has very high practical value, but also can inspire the students speaking potential. However, due to the current primary school English Teaching in China is inevitably affected by the examination oriented education system, many teachers comprehensive English test scores as evaluation standard of English learning of the students, causing students to learn spoken English errors of utilitarian attitude, it is difficult to fully develop students in learning a new language talent, the result is still the students’oral English communication ability. Therefore, how to adapt to the new situation of English communication, improve their English communicative ability of primary school in the new curriculum advocates, is an urgent need to address the proposition. Based on the "problem based learning" and "situational teaching" as the theoretical basis, in the premise of the text and language as a tool, to explore how to stimulate students’ learning motivation and interest, improve the students oral communicative ability through effective training, it has high significance.In this paper, according to the "culture" of the oral communication ability of the students in primary school English teaching, both at home and abroad on the review of the literature of the primary school English communicative competence on the basis of the analysis, through the questionnaire survey from three aspects of primary school English teaching on students’ oral communicative ability training, the students do not like to speak English, serious lack of oral communication ability. At the same time, resulting in English listening and reading ability is affected by. Of course, the cause of the problem is not only the factors in education system, also has the teacher teaching methods of oral English and students’ own reasons. Analysis of experiment this paper selects two classes of communicative competence in spoken English in primary school, through the creation of a gradual development of oral English training mode, hierarchical cooperation with the spoken language training, the game teaching methods and guiding students’oral English learning method, the effect is significant, the experimental class students’ listening and speaking ability and the development of the display a more obvious advantages, the students’ English learning has made significant progress:the positive change in their overall English learning environment concept, the creation of English environment has been basically formed the habit of. The paper finally puts forward the cultivation of communicative competence in oral English Primary School under the new curriculum standard strategy, namely to create a good English learning environment and atmosphere, enhance the students’interest and confidence in English learning, transformation of oral English evaluation standard and methods, establishing English learning mechanism of home school connection. The research for primary school English teachers in the process of oral English teaching provides some reference and experience.
