In the context of China’s tranformation of social structure, differentiation of interests patterns and transition of governmental functions, social work is required to solve social problems, meet the needs of society and promote social justice; and it is the main reason that social work is pushed forward by the government. Social work as a profession is first lead by education in our country. The institutions founded by university teachers have sprung up all over the country in recent years which lead the trend, promoting the development of social work in China. Wuhan, having the advantage of abundant universities, takes it as a leading model for the localization of social work institutions. Through participatory research of one of the institutions in Wuhan, the author found that the institutions founded by university teachers have many obstacles such as the limitation of regulatory framework, the passive administerization of social work services, the professional compromise of social work institutions, the dominant position of government, and the dislocation of teacher’s role. Even if the co-evolution of professional social work and management social work is an inevitable path of social work development in our country, how to guide the localization of social work from the passive situation to the leading situation has become an important issue in the study, as well as the question of giving full play to the role of the social work profession in university and promoting the development of social work. As the current situation is not positive, we need to ponder deeply and adjust our thinking to explore the localization of social work based on the specific situation and the problem. And we should seek a new path for developing social work service institutions and fit them into the real need of China.
