A Study On The Path To Enhance The Autonomy Of Social Work Institutions In The Context Of Government Procurement Of Social Services ——A Case Study Of H Social Work Institutions

With the transformation of government functions,social work institutions,as an important part of social organizations,have gradually become one of the key points for the government to improve social governance.Under the background of insufficient social cultivation,the relationship between social work institutions and the government has formed a dependency dependency relationship,which limits the independent development of institutions.In order to explore the status quo of the autonomy of social work institutions,this paper starts from the theory of resource dependence and analyzes the practical exploration made by social work institutions to enhance their autonomy under the existing social background.The article selects the H social work institution in Z City as the case study object.Based on the analysis of the resource status of the H social work institution,it further explores the resource dependence between the H social work institution and the government,and takes the "Green City mother" project of the institution as the starting point to analyze the autonomy dilemma of the institution from the formulation of the project objective,the planning of the project content,to the whole process of project evaluation,Through the analysis of resource interaction between institutions and the government in the service process,it is concluded that due to the government’s control over key resources such as raw material resources,information resources and legitimacy resources,institutions gradually lose control over the project,and the autonomy space of institutions is compressed.However,this paper also finds that institutions have made many attempts to build autonomy in the process of project operation: adhering to the professional concept,expanding the service content;Building social reputation with specialty;Build a resource support network to reflect professional values,obtain resource management rights,and release the space for autonomy.Based on the dilemma of the autonomous development of H social work institutions,combined with the current development status of social work institutions,this paper discusses the autonomous development path of social work institutions from the perspective of resource dependence,and puts forward the development path to release the autonomous development space from the two aspects of the government and social work institutions: the government constructs a good policy environment,provides development space for the autonomous development of institutions,and becomes a partner of social work institutions;Institutions have enhanced their development potential and space by reducing resource dependence,enhancing decision-making autonomy,and enhancing identity autonomy.Improving the autonomy dilemma of social work institutions requires the efforts of various social forces.Among them,the government and institutions play an important role.In the process of cooperation,the two sides should constantly run in,adjust and find appropriate positions to contribute to institutional development and social harmony.
