With the continuous globalization of economic development,the introduction of talents and the construction of talents have played a more important role in the development of our country's economy.Implement the strategy of reinvigorating China through human resource development was becoming one of the three basic strategies of our country during the Seventeenth National Congress of the Communist Party of China,it is a sign that this human resource strategy has risen to the height of national strategy,and has became an important issue in the pursuit of national development and international competitiveness.With the implementation of the Thousand Talents Program and the 10000 Talents Program,each local government has introduced relevant talent incentive policies,excellent overseas talents are returning home and innovating,the young people in country are constantly emerging to contribute their value to the development of our society.Talents are the country's first productive force,the incentive policy of talents determines the effect of the efficiency of the first resource of talent to a great extent.In 2010,Chinese Party Central Committee and State Council have enacted "National Program for Medium and Long-term Talent Development(2010-2020)" on the second talent work conference,the overall goal of talent development was clearly defined as "establishing the comparative advantage of China's talent competition and entering the ranks of the world's talented people" until the year of 2020,and support the goal of talent team construction tasks,system and mechanism innovation content,10 specific talents policy,12 key talent projects and related safeguard measures.In 2007,Suzhou Industrial Park has taken the lead in starting a science and technology leading talent project in Suzhou,energetically encouraging the support of science and technology leaders at home and abroad to carry out innovation and entrepreneurship in Suzhou Industrial Park,and then Suzhou Industrial Park started the implementation of the "double hundred talents of Jinji Lake" program,gather a large number of outstanding innovative talents and projects at home and abroad in 2010 year,a large number of outstanding innovative and innovative talents and projects have been gathered at home and abroad,and the talent index of Suzhou Industrial Park is in the forefront of the same areas of the cities.This paper is mainly based on the theory of public policy and talent incentive policy,the main research objects are around the implementation and achievements of Suzhou Industrial Park(SIP)current talent incentive policy,the problems existing in the incentive of talents in SIP,and the SIP human resources index system.And also this paper is from the perspective of regional economic development and talent incentive policy,local industrial upgrading and talent incentive policy,talent motivation environment and factors,a number of talents incentive policies in SIP are analyzed,further analyzes the loopholes and positive role of talent incentive policy in SIP,and aiming to provide theoretical support for the improvement of talent incentive policy in SIP,also provides reference for talent incentive in other economic development zones.
