At present, the economic downward pressure is bigger in C hina, such as increasingly prominent excess capacity and income distribution problems, and China’s economy has entered the new normal that the growth speed is shifting, the st ructural adjustment is painful and the pre-policy is digesting. In the period of transition, C hina’s economic development has faced serious challenges, and human resources and technological progress have become an important factor to deepen reform and acce lerate transformation in C hina. Education is the indispensable factor between technology, human capital and skill premium. Compared to adult higher education, RTVU open education and remote network education, etc., C hina’s ordinary higher education has pla yed a more important role in high-skilled talent training and the development of technology and culture. Q uality is the lifeline of China’s ordinary higher education. To China’s ordinary higher educational quality, it affects the quantity and quality of high-skilled labor, C hina’ technological progress direction and skill premium, to a certain extent. As educational funding investments of China’s ordinary higher college increase, it has a certain necessity and innovation to study the effect of C hina’s ordinary higher educational quality on skill premium, based on the angle of skill-biased technological progress.Firstly, this paper presents the related theoretical research of the educational quality, skill-biased technological progress and skill premium. The n based on the quantity and quality of high-skilled labor, from the angle of skill-biased technological progress, we analyze theoretically the effect of China’s ordinary higher educational quality on skill premium in the short and long term, and makes related research hypotheses. Finally, we empirically test it by constructing the decision equation of skill premium and using panel data of 30 regions during 1998-2012 in China. The results show that in the short term the improving of C hinaï¿ s ordinary higher educational quality makes high-skilled labor increase and high- level skilled labor increase, prompts the generation of skill-biased technological progress, and improves skill premium, which has obvious regional differences; Further threshold regression shows that in the long run when C hinaï¿ s ordinary higher educational quality crosses a certain threshold value, along with the continued increase in the supply of high-skilled labor and the strengthening of high- skilled labor gradation, skill premium will decrease. In addition, relevant policy suggestions on improving ordinary higher educational quality are given at the end of this paper. |
