China has been trying to build an innovative country and achieve a critical period of social transformation, which needs a large number of innovative talents. Graduate education, as the highest level of higher education, is the main source of cultivating innovative talents by training high-quality graduates with solid theoretical foundation, practical ability, research capacity and innovation, and plays an important role in promoting our country to an innovative country. The graduate cultivating mechanism largely determines the quality of graduates.Currently most graduates are cultivated by the traditional mechanism mainly trained by university. For the lack of research resources and opportunities within universities, students can hardly take participate to do research, which limits the development of scientific and innovative abilities of our students. For this reason some of our colleges and universities try to break the institutional barriers by getting help from abundant research resources of research institutes, universities and research institutes try to explore joint training graduates. But the cooperation is mainly in the practice and teaching, universities and research institutes are difficult to achieve "double subject" in deep cooperation in graduates cultivating during the whole process.In the early 2010, the "Long-term Education Reform and Development Plan (2010-2020)" is formulated by the CPC (Central Committee and the State Council), who clearly promote universities, research institutes and enterprises share education resource.
