In the era of knowledge economy, the promoting of personnel training is increasingly related to collaborative efforts of the government, industry and university. First, colleges and universities, as the important base of knowledge creation, procession, transmission and application, shoulder great responsibility of personnel training and play a significant role in the development of human resources. There is no doubt that "personnel" is the most active and creative factor in the social and economic development, which inevitably compels institutions of higher learning to strengthen cooperation with enterprises, thus facilitating personnel training. And the advent of knowledge economy and the growing demand for versatile personnels have also made it meaningful to do research on the mode and mechanism of cooperative education through the collective efforts of the triple helix.Based on theoretical and empirical research, this dissertation endeavors to explore and analyze how to effectively carry out cooperative education through collaborative efforts of the government, industry and university, and the major method employed is the structural equation mathematical model. This dissertation mainly focuses on the following three aspects:(1) the key factors that influence the cooperative training between the triple helix. (2) the key dimensions and intermediary mechanisms of cooperative training between the triple helix. (3) how to create an effective training mode between the triple helix which accords with the characteristics of industrial development in Zhejiang province.This dissertation mainly draws the following three conclusions by theoretical and empirical research.(1) The three alliance driving factors of the industry, of the government and of the university have significant influence on the performance of collaborative training, among which the alliance driving factor of the university has the greatest influence on collaborative training performance; the alliance driving factor of industry ranks second; and the alliance driving factor of the government has the weakest influence on the performance of personnel training.(2) Based on the analysis of a large number of interviews, survey questionnaires and other forms of data, this study further examines how the mechanism of the three alliance driving factors exert an effect on the performance of collaborative personnel training under the influence of the intermediary role played by the strategic alliance, organization alliance, and knowledge alliance. This study concludes that the alliance driving factor of colleges and universities has a great effect on the performance of personnel training, and this driving factor is also influenced by the intermediary role played by the organization alliance, as well as the strategic alliance which exerts more influence as compared with the former. Second, the current personnel training is somewhat disconnected with the demand of Zhejiang province in terms of its industry development, and it is mainly manifested in the following points:first, enterprises haven’t taken a full and active participation in making the training policies by establishing a strategic cooperation with the government and university; second, regarding the construction of personnel training mode, a lack of industry-oriented mode is obvious, and it still has a long way to go before a comprehensive knowledge alliance between the government and university is established. Finally, the alliance driving factor of the government has a great influence on the performance of personnel training under the influence of the strategic alliance and organization alliance, with the former playing a bigger role in mediating and coordinating.(3) Through the empirical research on the economic and industrial development of Zhejiang province, this study concludes that it’s essential that Zhejiang province adopt an effective mode of personnel training based on the differences of alliance driving factors. According to the characteristics of driving factor of the university, Zhejiang province can focus its efforts on the development of "3+1+1" cooperation between universities and enterprises, as well as the cooperative education which well combines teaching practices with the specific needs of school-owned enterprises, thus enabling institutions of higher learning to play a leading role in personnel training. According to the characteristics of driving factor of the government, Zhejiang province can develop cooperative education which is either based on the collaboration between government departments and universities, or based on the mediation of the government. According to the characteristics of driving factor of industry, Zhejiang province can also develop "joint-stock" type of cooperative education (meaning the school and enterprise share the stock and benefits), or promote "enterprise-owned school" type of cooperative education (meaning the enterprise owns and administers a school which is usually skill-oriented).The innovative points of this dissertation are mainly reflected in the following three aspects: (1) The analysis framework focusing on driving factors of training alliance is put forward; (2) Through the empirical analysis, this dissertation exemplifies the intermediary role of strategic alliance, knowledge alliance and organization alliance in the process of personnel training, thus further revealing the intrinsic mechanism of cooperative personnel training between the triple helix; (3) Based on the characteristics of industry development of Zhejiang province, this dissertation also examines the government-driven, university-driven, and enterprise-driven mode of cooperative personnel training.
