The construction of world-class universities and first-class disciplines is a major strategic decision made by the CPC Central Committee and the State Council of China,which is of great significance for enhancing the education quality and the core competitiveness of the country and laying the foundation for long-term development.As an important part of the university teaching staff,administration staff will become the organizers and implementers of university development as well as discipline construction under the perspective of "double tops".However,the overall capability and quality of university administrator are not sufficient for this task.Therefore,it is essential and urgent to cultivate and build an expert team of the talented administrator,with good practise of education and management.The team should be well-structured and relatively stable,so as to ensure that it is compatible with the construction and development of "double tops".Therefore,the dissertation analyzes the current status and characteristics of the cultivation of university administration staff,by using the method of literature review,comparative research as well as case study.We find that the problems have some commonalities: such as the insufficient quality of administration teams,unsustainable development of administration teams and less of professional spirit.Then,through the investigation and collection and analysis,the author finds that the management personnel of colleges and universities in China have demonstrated the following three effects: the structure is optimized,the quality is improved,and the work enthusiasm is improved.The latter part of the thesis starts from the actual case,the training mechanism of the administration team of Shanghai Jiao Tong University School of Medicine,and analyzes the problems existing in the current training mechanism of the school,including: the lack of systematic training of theoretical study,the lack of perfection of democratic mechanism for selection and appointment,the evaluation system is not good enough and the staff rank system has not yet been developed.The crux of these contradictions is that the idea of strategic human resource management,the elasticity of team construction,and the system operation mechanism are insufficient.At the same time,this dissertation also uses the two-factor theory,the strengthening theory,Maslow's hierarchy of needs,and other new public management theory,combined with the development practice of Chinese universities and the challenge of university management in the current situation.The personnel training mechanism should follow the principles of "people oriented","streamlined and efficiency" and "classification management",which can be specifically addressed in the following three aspects: establishing a talent training system,innovating talent training system,and building quality control and incentive mechanisms,and thus formed the main conclusions of this study.
