Educational equity as an important part of a fair society is to achieve social justice and the core premise is the foundation of social stability, and self-enrollment system, as our unique education fair admissions system provides a favorable guarantee. But now, China’s own admissions system itself still loopholes and lack of institutional. The problem is the imbalance of power on the surface of this problem, but the core problem is the system itself. Therefore, we should take the appropriate policy and institutional measures to promote self-enrollment policy preferences to vulnerable groups, and gradually narrow the differences among the admissions process of treatment in order to further optimize the college admissions system to make the university more and more talents flow, This need to modify and improve the self-enrollment system.This paper begins with a fair system of ethical issues raised angle independent enrollment system, further pointed out that due to the vulnerability of rulemaking and enrollment procedures, lack of effective enrollment management quality evaluation system, ignoring fairness entrance examination system source design causes the existence of unjust status quo of China’s own admissions system. On this basis. the article further exert autonomy from the university to improve the selection of science, both fair and efficient, breaking the average of the other aspects of the original enrollment system analyzes the lack of institutional ethics, which is China’s own admissions system the root of the problem of fairness. Finally, this paper the problem of fair admissions system of autonomous status and problems of optimization and improvement of the system constructed in line with the ethic of self-enrollment system put forward countermeasures and suggestions.This article analyzed by standard, practice analysis, theory with practice. comparative research approach to education regulations Legal and institutional ethical theory is based on the basis of reference and comparison studies abroad. combined with China’s own admission the main problem of the existence of the development process, from the perspective of a fair system to study the ethical self-enrollment system, and analyzes the potential in self-enrollment system fairness deep institutional reasons put forward some countermeasures. through this study and then on our own admissions system to improve and achieve social justice plays an important role in learning, expectations of education in the development of relevant administrative department admissions system, regulations and policies of the process, the parties should be balanced interests into consideration, as much as possible to develop a system of ethics in line with the self-enrollment system should reflect fairness, justice, attention to institutional ethics, enrollment opportunity through various means to ensure a fair, true resources to achieve optimal self-enrollment, to respect the students’ interests, safeguard the legitimate rights and interests of students are particularly vulnerable, the implication of fairness in the management of enrollment, enrollment in measures to improve the management.
