Education reform is one of the most positive achievements of the New Deal in the late Qing Dynasty, which lasted for ten years. The modern significance of change has influenced history from the system, idea, talent, knowledge structure and other aspects. Against this background, Henan education reform also exhibits this historical trend of development, and has its own characteristics. Henan Official Education Journal is a concentrated expression of the period of education reform in Henan. It reflects the efforts and attempts of local government on dealing with the complex situation in the tide of reform.Conducting a comprehensive education system reform of Imperial education system, which has lasted over a thousand years in old China, must be accompanied by bursts of pains and contradictions, especially in the conduct occlusion and economic depression of the modern Henan. Reformers who organized academic reform is facing all sorts of difficulties and challenges, misplacement of the educational objectives, the academic attainments of school officials, new factors including lack of education as well as public school reject and resist, exacerbating the transmutation of old and new interpersonal difficulties of change. Although the local government in Henan made continuous adjustments in policies, these issues either in quantity or quality has not been effectively addressed in the end. However, it is undeniable that the concept renewal and adjustment of knowledge structures under the new education system brings new ethos to the original-worn social presence.Education reform is a large and systematic social engineering, it is not only a return to rebuild the internal factors of education, but also reflects the mechanism and characteristics of government and society on the occasion of reform under the political background of the late Qing dynasty, led by the state and local co-financed. Declining political authority attempts to gain a firm ruling power again for grassroots through the education; the Henan gentry represented by local communities because of the interruption of traditional outlets and dissatisfaction with reality, have to continue to add to the "New Deal" to expect re-seize the advantages of education and self-interest; the new students’ recoil of traditional thoughts which due to the change of concept and knowledge during their growth, and the friendly sentiments between gentry groups and students built in schools, prompted the evolution of the power structure in the "Field Theory" of reform. Gentry combined with students in mastering the cultural capital, using social capital and symbolic forms of capital, to expand the social influence of this group, as a result, the centrifugal tendencies of the central court is getting progressively worse.
