Education reform is an important part of the New Policy of the Late Qing Dynasty.In the process of restructuring,so many reform were promoted,such as the promulgation of Gui-mao School System,the establishment of modern education administration system and new schools at all levels.The development of Henan New School in the Late Qing Dynasty was affected by the reform referred above.Under the planning of the new school and education administration system,the number of new school in Henan leaped to the top of the country in the period of Xuantong,which were none before the New Policy.The new schools in Henan achieved rapid development in a short period of time,and established a relatively complete modern school system.The new school in Henan faced various problems,such as funds and teachers in the development process.In order to cope with the shortage of funds,the authorities adopted various methods to raise funds.The overall process can be summed up with"open source and reduce expenditure",but achieved limited success.To cultivate teachers who adapting to the development of the school,Henan established a teacher education school system involved various types and levels,of which the largest number is normal seminar school.In the process of the holding of county schools,whether teachers were qualified,teaching method were appropriate,and the teachers'knowledge structure was reasonable influenced the development of the school.Despite all the difficulties,it seems that the achievements made by the new school in Henan in the Late Qing Dynasty are still worthy of recognition.In order to achieve universal access to education,the Henan authorities used the modified private school as a means to supple the school.A few old style private schools have been identified as schools after improvement,but private schools that are not improved still account for the majority.As a result,the field of education formed a pattern of coexistence of old style private schools and new schools,and had continued to the period of Republic of China.In general,the improvement of old style private schools is an important part of the development of new schools in the Late Qing Dynasty,and the establishment and development of the new schools in Henan have had a more important impact on the history of modern Henan education.
