In the1990s, with the reform, development and construction, the era of prosperity comes to the local universities, these universities have become an important part and the main body of our country’s higher education system. With the development of local universities, some structural contradictions come into being, like the enrollment expansion and the shortage of teaching staff, external teachers play an important part in the supplement of teaching staff. In recent years, the external staff’construction have achieved some success, but there are still some problems, such us small scale, slow growth, liquidity, management difficulties and other issues, the core of the problem is lack of some system. Therefore, how to solve local universities’ management problems of external teachers and how to build systematic, standardized and scientific management system, have become an important issue of local universites.The study is about the management system of local universities’ external staff. It comes the perspective of institutional review and institutional improvement, based on the theories of human resources management, the flow of talent and the psychological contract, on the basis of the analysis of the current situation, finding problems and solving problems. Firstly, analyze some theories of external teachers, the theory of human resource management, talent flow theory, psychological contract theory, and definite the definition of local universities, external teachers and system, clarify the scope of this study. Secondly, analyze the background and the status of the management of external teachers, put forward the relevant policy since the80’s. And analyze the status of development from six aspects, they are, quantity structure, types,sources, management method and post distribution. Thirdly, taking H University as a case, based on understanding the characteristics of the external groups of teachers in H University, and analyse some problemes in these universities, in the appointment, training, evaluation and assessment, incentive and the restrictive aspects. Finally, the construction of local undergraduate colleges external teacher management system, a clear basic orientation and basic principles of the system construction, building external teacher management system. Laying appropriate road, building development bridge, laying emphasis on quality, motivating cohesion. This study use a combination of document research, case study and interview method, exerting theoretical research and practical investigation on the the management system of part-time teachers’ in local undergraduate colleges and universities. Hope I can provied some valuable references for the development of part-time teachers’ in local undergraduate colleges and universities of the scale, scientific and institutionalized.
