Article21of our constitution states:“national development of sprot andpromotes mass sports activities to improve people’s health”,article2of sports lawalso provides that:“the states develops physical culture and promotes mass sportsactivities,improve the quality of the whole nation.” Equal access to public rights ofsports service one of the fundamental rights of citizens.sports public service equalization has reflected the dual utility fairness andcoordinated development, its essence is to seek the balance between efficiency andfairness, it is to protect the fundamental rights of citizens, promote social harmony,improve the effect of sports expenditure, is of great significance to promote thehealthy development of the sports industry.So the study of sports public service equalization has important theoreticalvalu.The financial security is important protection of implementation of sportpublic services, but because of the fiscal financial transfer payment system, fiscalfinancial management system and structure of fiscal financial expenditure in ourcountry,the sports public service in our country between urban and ruralareas,between regions and individuals are extreme imbalance. In order to protect theimplementation of basic public services, it is necessary to do fiscal financial researchin our country.This article first expounds the meaning of sports public services, content, andanalyzes from the definition of the equalization, the standard; Secondly introducedthe hubei province sports public service equalization insufficient financial input, lackof sports resources, the present situation of the uneven distribution of the sportspublic services.
