Study On Equalization Of Sports Public Service In Tianshui Of Gansu Province

In recent years,the development of sports industry in China has achieved the remarkable achievements,ranked top in the world of competitive sports,made vigorous development of mass sports.However there also is a lot of questions.Sports social justice becomes the focus of attention.With the growing demand of the people,the existing sports services can no longer meet the needs of society.The differences between regions,between urban and rural public sports services is increasingly obvious and unbalanced problem of physical public service is outstanding.In this context,in the case of giving priority to efficiency,public services can pay more attention to fairness,citizen sports and health rights,which become the focus of this study.Through reading literature and information of sports public service at home and abroad,based on sports related information of Tianshui city,the sports public service of Tianshui city with two district and five county is regarded as research object,using literature reviewed method,experts interview method,mathematical statistics method,compared research method and so on.Through 6 aspects of sports public service content,which concluding sports funding,sports public basic facilities construction,sports venues,grass-roots sports organization,sports information publicity and social sports guide,sporting events,the sport public service status of Tianshui city is described.By four dimension degrees,which is regional sports public service equality,urban and rural sports public service equality,basic public service internal structure equality,and sports career internal structure equality to analysis,all existing unequal problems of sports public service of Tianshui city is obtained.The problems are as follows: the first is less sports funds input total and diversified investment way between urban and rural;the second is small basic facilities scale and sports resources distribution unbalancement between urban and rural;the third is low per capita sports venues share and insufficient sports venues opening;the fourth is lack of grass-roots sports organization and unsmooth management mechanism;the fifth is impatent sports propaganda and lack of social sport guidance;the sixth is small single total sports and unbalancedstructure.According to these problem,countermeasures and recommends are proposed.firstly,wide investment channel,promote diversified sports development funds;secondly,expand basic facilities scale,manpower urban and rural sports balanced development;thirdly,speed up sports venues construction,gradually achieve universal sports venues share;fourthly,sound grass-roots sports organization,deep sports administrative career management reform;fifthly,strength sports opinion publicity,upgrade social guide level;sixtyly,improve sports activities quality,promote flourish masses sports.
