Looking at strong competitiveness of the soccer powers invarious Football Match, the achievement is relatively stable, which attributed is soccerpowers generally pay attention to the cultivation of young football talents. China belongs tothe backward countries in soccer development especially in recent years. No matter men’ssoccer, women’s soccer, or adult, youth football games, China played the role as "with Princereading". The reason of so many failures in Asian competitions and the World Series isthat we do not pay much attention to football talents. In April2009, the State Sports GeneralAdministration and the Ministry of Education jointly issued the notice about carrying out“the national youth soccer activities on campus” and "national youth football activities oncampus plan". This notice and the implementation of the scheme indicate that thecountry attaches great importance to the training of football talent and clearlyunderstanding the basic of soccer is in campus.Tangshan was identified as the first batch of Campus Soccer activities of city layout inHebei Province in2011. Since2012Tangshan City has organized16stationing footballleague system between the subject fields of primary school. Primary school is the foundationof Campus Soccer activities, therefore, soccer development investigation and study in presentsituation of the layout primary school campus can find the problems of campus soccer in thedeveloping process. The study also has a very important meaning in promoting campusfootball development in city and even in province.Thispaper using the methods of literature, survey, interview method, mathematicalstatistics and logic, analysis16primary school campus football sites in Tangshan withdetailed study and investigation. According to the present situation of the Tangshan Citycampus soccer draws the following conclusion:1.Campus soccer is a part of the school sports teaching that cannot be separated, butTangshan City education system hasn’t give enough attention on campus soccermanagement. There are some more aspects of the work to be perfect and strengthen.2.The distribution of Tangshan City primary school hardware facilities relatively perfect, each primary school are regularly received uniforms and other equipment, but withthe contradiction between the number of equipment and increasing students who want toparticipate in Campus Soccer activities, the problems are more and more serious.3.Campus soccer activities held in Tangshan City greatly stimulated the students’ interestin soccer and made them actively engaged in this activity. However, some school leaders andparents put much attention on cultural course learning. These afraid lead to themisunderstanding of soccer, which restricts the development of the campus football in acertain extent.4.Teachers of campus soccer in primary school are young. Most of them workseriously, studious, but without professional techniques and tactics. This caused the lack ofscientific training methods. In addition, some teachers with low education degree will alsoaffect scientific research ability.5.Soccer activities are not organized in system in Tangshan. Few primary school has theprofessional course in soccer. So the students are in lack of scientific instruction and enoughgames. These all reduced the students’ participation.6.For the lack of funds, Tangshan City campus soccer activities haven’t gotincentive measures. The teachers with hard work have not got material awards. These allaffected the enthusiasm of soccer teachers.7.There are only16primary schools participated in soccer activities at present no juniorschool and high school soccer stationing school join in. This reason hindered thedevelopment of some potential students and lead to the grassroots level to a higher level of thedisjointed delivery.8.The Tangshan City campus soccer school primary carried out publicity andpromotion, but slightly in intensity and scope of propaganda is insufficient, the form and waywere too single.
