The management of scientific research units, has its certain peculiarities. The middlemanagement cadres are the backbone of scientific research units, they are smooth functioningof the work unit protection plays a pivotal role.Management is also the first productivity. Through questionnaires and interviews, wefound that Xinjiang Academy of Agricultural Sciences is lack of incentives the for the middlemanagement cadre. By summing up, we figured out the presence of cadres in XinjiangAcademy of Agricultural Sciences management responsibility is not commensurate with theincome, career development space is limited, mental fatigue and other practical difficulties,which has seriously hampered the development of the unit.To solve these problems, the study of the management of cadres satisfaction with theirenvironment and build a model for analysis, on this basis, to build a research unitmanagement cadre performance appraisal system and incentive mechanism, and so made asound management of cadres motivate research units system countermeasures andsuggestions.
