The sinicization of marxist education thought is marxism in, to build the socialist education with Chinese characteristics is the only way for the development of the contemporary Chinese education. Basic education is the important content of the cultural construction of socialism with Chinese characteristics, to improve the quality of the whole nation, increase the degree of social civilization, and promote economic and social development and all-round social progress are plays an important role.To speed up the development of minority education, and promoting the economic and social development of ethnic minority areas, to promote common prosperity and progress of the ethnic areas, is of great significance. Under the leadership of the party and the state national education of in our country, the accomplishments that have astonished the world. But we must also see that because of the minority areas for a long time under the influence of the social history, natural environment, basic education has been in a relatively unfavorable environment, development speed is relatively slower than other area, the present imbalance, development task is very difficult. In recent years, xinjiang education has improved comprehensively, yarkant as an agricultural county of xinjiang, basic education career has made great progress, obtained the rapid development, formed the bilingual teaching of "yarkand model". However, to make the foundation of the xinjiang minority nationality education to achieve synchronization with other regions and balanced development level, also need to make a positive and hard work.Represented by xinjiang yarkant, this paper mainly through the questionnaire survey, field visits, in-depth interviews and other methods, to xinjiang yarkant foundation education balanced development the present situation of doing a series of research and find the existing problems and reasons, and put forward the corresponding development countermeasure, in order to further advance of yarkant foundation education balanced development help. Paper is made up four parts:The first part are discussed basic education balanced development of the existing research situation at home and abroad, and the purpose of this study, significance and research methods are expounded. The second part introduce the related concepts of balanced development of basic education and measure, from the empirical point of view the current basic education unbalanced development of the overall situation in xinjiang and the yarkant foundation education balanced development of the status. Through the yarkant based education present situation investigation and study, found the problems of the basic education balanced development:the unbalance of educational condition, unbalance of teachers’faculty configuration, the unbalance of enrollment of male and female proportion, education funds investment and the unbalance of the bilingual teaching.The third part of this paper analyzes the causes of yarkant of basic education unbalanced development. Mainly from the yarkant natural environment, economy, culture, religion, the local people’s education idea, investment in education degree and the Chinese level four aspects are analyzed. The fourth part proposed the yarkant foundation education balanced development countermeasures and suggestions: optimize the structure of national education, establishing funds for excellent teaching staff, reforming basic education financial input mechanism and carry out and implement the "bilingual" education in an all-round way.
