Basic education plays a very significant role in the development of a country. With the implementation of the reform and opening policy, China has made a great progress in its basic education. But there is still a long way to go. Currently, the most urgent problem is that there is a serious unbalance of basic education resources between townships and villages, between different areas, and between different communities. In the new era, the most important task for the education management is to bridge the unbalance and ensure education equality. In order to achieve this goal, it is necessary to delve into the unbalance and find the causes.This thesis includes six chapters. In the first chapter, the introduction, the author introduced the background of his study, elaborated the current situation of the basic education home and abroad, and discussed the significance and method of his study. In the second chapter, the authored summarized some relevant concepts and theories to his study to set a theoretical basis for his thesis. In the third chapter, the author described the unbalance of China's basic education in detail and analyzed the reasons for the unbalance. In the fourth chapter, the author not only discussed the experience of such developed countries as USA, Japan, and Korea for their successful and balanced basic education, but also talked about how their experience could be applied to China in terms of support for the disadvantaged, staff exchange, and resource support for remote areas. In the fifth chapter, the key chapter, the author proposed the approaches to the unbalanced basic education, first emphasizing the leading role of government and then putting forward to some other approaches. In the sixth chapter, the conclusion, the author gave his opinion of the prospect of China's basic education.
